a residential zone with a height of 2.6 metres and with an area of three square
metres, as detailed in Document 2, for the retirement home at 70 Stonehaven
Drive.

résidentielle, d’une hauteur de 2,6 mètres et sur une superficie de 3
mètres carrés, comme l’explique le document 2, pour la maison de retraite
située au 70, promenade Stonehaven.
The subject property is a residential retirement home located on the north side of Stonehaven Drive across from a City recreation facility (see Document 1). Abutting uses are a commercial plaza and vacant residentially zoned lands. The By-law does not allow an illuminated ground sign in this signage district for a residential use, other than an apartment building or a group building project. If approved, the variance request would permit an illuminated ground sign, with a height of 2.6 metres and with an area of three square metres, as seen in the attached elevation (Documents 2). This sign would be installed in front of the building so as to be visible to on-coming local traffic. The existing ground sign on site would be removed.
The proposed signage would be designed with reversed illumination, with the illumination projecting through the letters and images on an opaque screen. Levels of lighting projection are provided by the sign manufacturing company as detailed in Document 3. Illuminated signage exists in this area across the street for the City park and just east of this site with an illuminated pylon ground sign for the commercial plaza.
Based on the above, the requested variance to allow a sign of this scale is consistent with the type of sign permitted for a similar institutional use and is in keeping with the intent of the Sign By-law. Impact to adjacent uses would be minimal as the sign is designed in a way to complement the character of the building and surrounding area. As such, the Department recommends approval of the proposed ground sign.
In response to the standard circulation to property owners, business and community groups and the Ward Councillor, no comments were received in opposition to the application from the public. The Ward Councillor originally had a concern with the internal illumination component of the sign. However, after reviewing the additional information available regarding the light transmittance report supplied by the applicant, she has no objections to this application.

City Clerk and Legal Services Branch to notify the applicant, Permit World, Attention: Svetlana Levant, on behalf of Stonehaven Manor, 57 William Street West, Waterloo, ON, N2L 1V6; the owner, Allegro, 1100-485 McGill Street, Montreal, QC, H2Y 2H4 and the local Ward Councillor of Council's decision.
Building Code Services will process the sign permit resulting from the Council direction in accordance with Sign By-law 2005-439
