BACKGROUND
The subject property is located on the south side of Carling Avenue at the intersection of Alpine Avenue and Carling Avenue. The subject property has a frontage of 101.87 metres, a depth of 54.25 metres and an area of 4531.50 square meters. The property contains a one-storey single detached dwelling that is currently vacant.
The south side of Carling Avenue is predominately a residential neighbourhood consisting of a mix of residential dwellings. A commercial and retail plaza is located to the immediate north along Carling Avenue.
The property is owned by the City of Ottawa and has been uninhabited since January of 2005. The building has been recently used for training procedures by the Ottawa Police Tactical Squad, and as a result is in poor condition internally. The purpose of the application is to remove the existing building to facilitate a future road widening along Carling Avenue. There are no plans to construct a replacement building on the property.
DISCUSSION
The former City of Ottawa had enacted a Demolition Control By-law that prevents the demolition of residential use buildings within the former City of Ottawa without first obtaining a building permit for redevelopment of a property unless approval for such a demolition is given by Council. The purpose of the Demolition Control By-law is to ensure that residential properties not be demolished so as to remain vacant for extended periods thereby resulting in the loss of residential building stock and/or derelict sites.
The property abuts Carling Avenue which is identified in the Official Plan for an ultimate right-of-way of 44.5 metres. The current right-of-way along the frontage of this property is approximately 39.0 metres. With a future road widening, the existing dwelling on the property would be close to the new Carling Avenue right-of-way. As a result, removal of the dwelling will ensure there are no potential land use conflicts created. Post demolition, the property would serve as a greenspace buffer between Carling Avenue and the homes along Alpine Avenue. The City would continue to be responsible for the maintenance and up keep of the property.
In Annex B of the recently approved Transportation Master Plan (TMP), there are no identified road infrastructure projects for any segment of Carling Avenue within the 2031 scope of the TMP. This is particularly in light of the emphasis that will be placed on rejuvenating Carling Avenue with streetcar-like Light Rail Transit service. The City will; however, continue to obtain and maintain rights-of-way widenings in line with the Official Plan requirements, even if the transportation use of such lands may not occur for many years.
Staff is satisfied that the demolition of the building will not negatively impact the residential house stock as the building has been unoccupied from a significant amount of time. The removal of the building will help bring forward the long-term transportation objectives of the City of Ottawa as identified in the Official Plan. As the property is City owned and is not to be redeveloped, no conditions with respect to the construction of a replacement building are being recommended as part of this approval.
CONSULTATION
Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy. The Ward Councillor is aware of this application and the staff recommendation. No written comments were recieved from the public.
